This bug was not about python-openstackdocstheme itself failing to build, but about its reverse dependencies. As I mentioned in the bug description, during the test rebuild against new Sphinx, 104 packages failed to build with "dh_sphinxdoc: error: .../_static/underscore.js is missing" error [1]. This error is caused by outdated python3-openstackdocstheme. Please reopen this bug and upgrade to version 3.2.0, which will fix this.
