since the shadow upload from two days ago (I at least guess that's the reason), 
debootstrap --variant=buildd produces a chroot with
broken dependencies (passwd has an unstaisfied dependency on debconf). I used 
grave instead of important for severity since this
breaks e.g. pbuilder.

With a freshly created chroot:
[EMAIL PROTECTED]:/tmp/sid$ sudo chroot .
[EMAIL PROTECTED]:/# apt-get upgrade
Reading Package Lists... Done
Building Dependency Tree... Done
You might want to run `apt-get -f install' to correct these.
The following packages have unmet dependencies:
  passwd: Depends: debconf (>= 0.5.00) but it is not installed
E: Unmet dependencies. Try using -f.
