I saw exactly the same problem with the version in Sid (haven't tried Etch). I simply downgraded to version from Sarge as it is the same version that I use on my server. I use regular, stock 2.4.14-2-k7 kernel. No patches (excent nvidia driver). The racoon from Sid just died with the pfkey check error. There was nothing received at the other end.
