After some more investigation, it is clear that this bug is only in tiff2pdf and not in the actual tiff library. (Other programs that use libtiff can handle this image fine, including tiff2ps and tiffgt from the libtiff-tools and libtiff-opengl packages.) It seems unlikely that it is a security bug, though I can't be 100% sure. In any case, since it impacts at most the tiff2pdf program, I'm going to go ahead and downgrade the bug to normal so that the existing libtiff package can transition to etch.
