This is still causing problems on armel (and probably other archs) because the <arch>-linux-cc.rul and similar files are removed during the clean phase by the unpatch sub-system.
Unfortunately the files are still required by the build system after that step. The only way to actually fix this problem (apart from fixing it upstream) is to duplicate the required files in the source tree by hand and let them appear in the debian diff. Please see the armel build log for what actually happens.
