Hello,
I don't know what system you're running but it doesn't seem to looks
like a regular debian testing/unstable system, see below:
[EMAIL PROTECTED]:~$ dpkg -S /lib/init/vars.sh
initscripts: /lib/init/vars.sh
[EMAIL PROTECTED]:~$ LANG=C aptitude show initscripts | grep Priori
Priority: required
[EMAIL PROTECTED]:~$
This file should be on your system, if not, you probably made a mistake ;)
It's even available in the stable package:
http://packages.debian.org/etch/i386/initscripts/filelist
