After trying to get a strace, and looking at bootlogd source, I realized Linux is a multitasking OS and something else might be changing the value at the same time. Turns out the real culprit was /etc/rcS.d/S75powertweakd and the daemon just happened to do its deed right at the time /etc/rcS.d/S99stop-bootlogd-single was in progress.
