no, this did not help. The binaries that used to be part of the -test
package are not even compiled now.
Still investigating.

It seems that the package moved from the ancient dh_movefiles to the
"new" dh_install helper. Nevertheless the old libatlas-test.files was
dropped and no libatlas-test.install is provided.
I'm currently trying to recompile the package with the following
addition.
