I believe this is because the package was built against dpkg-dev without
multiarch support. To make sure this won't accidentally happen again, I
suggest the following changes to packaging:
1) Add
Package: libelfg0
Version: 0.8.13-4
Severity: grave
Justification: renders package unusable
User: debian...@lists.debian.org
Usertags: adequate
The package is virtually empty:
$ dpkg -L libelfg0
/.
/usr
/usr/share
/usr/share/locale
