Please explain which part of the policy is violated.

This editing of /etc/dhcp/dhclient.conf has not happened in the
maintainer scripts, but only because the user instructed wicd via one
of its user interfaces to do so. That's a feature, not a bug.

or configuration editor and hence can't be a policy violation --
because otherwise vim or emacs would be a huge policy violation, too.
