However, since debhelper/11.1 this is occurs becase we had to fix a bug in debhelper's handling of "explicitly defined rules targets". In the concrete case, it is appears to be relaitively simple to convert libtemplate-perl to use override targets rather than the deprecated manual sequence control parameters.
