True, but for clamav its already implemented, although with some bugs left.
The default database provider for clamav is the clamav-freshclam package. clamav-freshclam doesn't include a database. It automates downloading of one using the upstream updating program 'freshclam'.
For users without an internet connection Marc Haber maintains the clamav-data package which includes a static database. As well as the clamav-getfiles package to update it from a computer with internet access.
