It appears from web searching that this may have to do with udev rules.
Usually, automounting allows user access but I am not able to read/write w/out
having to manually changing permissions.

It just happens that (v)fat does not support permissions at all and
support for ntfs permissions is not implemented[1], which is why
auto-mounters tend to give full r/w permissions to the logged in
user[2].
[1] I'm guessing that a major hurdle would be translating ntfs-style
permissions to unix-style permissions.
[2] This is what one would expect in 99% of the cases anyway
In the future you might want to consider writing to debian-user before
opening a bug.
