I also found it in libc4-dev, but not libc5-dev (5.4.33-3).

% dpkg -S dlfcn.h
libc6-dev: /usr/include/dlfcn.h
It's the header for dlopen(), dlclose(), dlsym(), dladdr(), the dynamic
linker functions.
