I've been taking the requirement for .diff.gz files in package uploads as an absolute requirement. I complied with this requirement in the uploads I've done of packages written specifically for debian. In those cases, the .diff.gz file I uploaded was a compressed file containing a single '\n' char. That seemed reasonable to me -- avoiding a class of packages requiring special-case handling.
