Hi,

I noticed that I (almost) always pass "-uc -us" to dpkg-buildpackage if
and only if the distribution is set to UNRELEASED. I would assume that I
am not the only one who is doing that, and would like to propose to make
that the default (e.g. have dpkg-buildpackage never sign a package with
distribution UNRELEASED).

In the few cases where someone wants to sign UNRELEASED, the developer
can just run debsign afterwards.
