I just updated the affected packages on my system, and still get the
original problem:
# /etc/init.d/apt-proxy start

after I did
# /usr/bin/apt-get -f install gcc-4.1

despite having the latest of libstdc++6, the problem is still not
solved for me:
# apt-get update
...

# /usr/bin/apt-get -f install libstdc++6
Reading package lists... Done
Building dependency tree... Done
libstdc++6 is already the newest version.

dia displays a fatal error on startup, too. I suspect that a lot of
programs is affected, and I'm not sure if my most recent series of gq
crashes (usually "rock solid" for me) could be attributed to this
problem, too.
