I've now successfully bootstrapped and regtested this change with trunk on
ARM. I enabled c,c++,fortran,objc,obj-c++,treelang.

I wonder if this is related to PR 28834 at all.
The ICE stems from a new sanity check in the DWARF-2 back-end and we have
fixed the problem in Gigi.
