libgcj0-dev doesn't create the symlink from /usr/doc/libgcj0-dev -> 
../share/doc/libgcj0-dev that is required by Debian policy 13.4.

This can be demonstrated with a test:

libgcj-2.95.1 will be removed from testing/unstable once the final
gcc-3.0 hits testing. This will be before the release.
