On Debian/hppa, we have 32 or 64 bit kernels, but userspace is always 32
bit (sorta like sparc aiui). As such, there's a need for a
hppa32->hppa64 cross-compiler.
Right now there is no such package in Debian yet; the hppa porters use a
tarball that is distributed separately.
