This is not a bug. I have experienced the same problem in previous
installations of Debian,
when upgrading and installing stuff.
It's some package that needs to be reconfigured by using
dpkg-reconfigure, with the right
options. I don't remember which, and I am not on Debian right now. But I
hopefully can explain
what I did.
It is some package that questions stuff about the keyboard layout during
a dpkg-reconfigure.
It asks Keep the current keyboard layout.. or Don't touch the keyboard
layout.. you should not
choose either of these options.. in Swedish it says something like
"Behåll kärnans tangentuppsättning"..
You should not choose this.
You need to choose a new layout from a list if I remember right.. and
the alternative will show up together
with those options that I mentioned above.. after this has been done the
problem disappeared for me
Hmm but I am not sure if this could be set automatically in some way..
