With the glibc_2.2.15-14.2 upload, alpha is using the generic C implementation
for everything that used to use stxncpy. While getting the hand tuned asm
fixed is still a good idea, it is no longer urgent.

I'm not even sure if this bug should still be open. install-info has been
updated with a regex that won't cause perl to segfault, so it's no longer
causing build failures, so this bug certainly isn't serious. The segfault
is also filed against perl (#158300).
