+ debian/control.in/main: Annotate binutils dependency with -for-host.
+ debian/control.in/main, debian/rules.d/control.mk: Use suffixed cross
compilers until there is -for-host.
+ debian/patches/any/local-cross.patch: LIBGD detection actually works.

minimum version is already in bullseye.
