If you set locale settings using debconf-set-selections and then
install the locales package it wipes out the configuration settings
that you specified.

This makes automated installation quite difficult. One needs special
code for locales that interacts with the package directly.

Is there any good reason for wiping out existing debconf setting when
installing locales?
