Hi!
I have recently acquired a Mimas v2 board which allows to run the
open source CPU J-Core [1] in an FPGA. J-Core is an open source
reimplementation of the SuperH architecture which is currently
present as "sh4" in Debian.
This year, the J-Core team plans to release the J-3 CPU which is
an open source reimplementation of the SH-3 CPU. Since Debian
has already partial support for SH-3 (dpkg, openssl, toolchain),
it would be nice to have "sh3" added to the list of architectures
in the glibc package the same way "nios2" was added in [2].
This way, Helmut Grohne can enable "sh3" for rebootstrap and
we see where can go from there to run Debian on J-Core.

* debian/sysdeps/{amd64,i386,x32}.mk: disable lock elision (aka Intel TSX)
on x86 architectures. This causes programs (wrongly) unlocking an already
unlocked mutex to abort. More importantly most of the other distributions
decided to disable it, so we don't want to be the only distribution left
testing this code path. Closes: #850182.
* debian/rules.d/build.mk: pass --no-recursion before -T in the call to tar
to workaround or fix bug#829738. This reduces the size of the glibc-source
package by 40%
* debian/patches/localedata/supported.diff: rename the kk_KZ locale with the
RK1048 charset to kk_KZ.RK1048 to avoid conflicting with the kk_KZ locale
