lifted-base package needed for new monad-control

The new monad-control split some stuff out into lifted-base, which is not yet packaged. This is preventing me from releasing git-annex. Also, FWIW, the description on monad-control needs a small update, as its speed has increased from 2.5 times faster than monad-peel to 99% faster. :) Some of the
