Limiting Child Proccess

Hi, I was wondering id there is a way to limit the amount of child process that a program is allowed to spawn. I looked at ulimit, but seems to only allow you to limit the amount of memory a process can use. I need to limit a program so it , say only allowed to spawn 20 child's , and
