No, the executable file is present: /usr/lib/kde4/libexec/knetattach
Anyway:
1) the standard PATH environment variable doesn't include this path, so
it is not possible to start the program

I believe I am experiencing the same problem as described.
- klipper is not auto started on login
- starting klipper from the command line works correctly

eth0 is my wired ethernet card.
