Just an educated guess: leftovers from the migration of policykit to
policykit-1. If this is the case, file the bug report and provide the
patch.
In any case, I'd wait until someone more knowledgeable on this matter
puts their voice out.

today i tried to build from source kde4libs (version 4:4.4.4-1) with
'dpkg-buildpackage' command.
I'm running an up-to-date debian unstable.
Build fails with the following error:

I experienced this as well sometimes. This week once, and I think about half a
year ago. I blamed not restarting kde after Sunday's Squeeze upgrade because
my laptop gave a blank plasma desktop. After Monday's update everything
(including digikam) worked again.
