Disable Shutdown/Restart on Logout Screen

Hi all, I'm deploying Debian machines to graduate student desks and before I do so, I need to keep users from shutting down or restarting the machine. I need to disable the Shutdown and Restart options on KDE's logout screen. Is there any way to do this for all users? Thanks! Kevin - Ke
