appstreamertest is failing on build of my program

I am trying to build, for Debian, a KDE based program and debuild/dpkg-buildpackage is failing. When appstreamertest runs it seems to look for and not find install_manifest.txt and dies. When I look the file is not there. If I run CMake manually and then make install the file is generated. This
