I finally have noticed that during the dist-upgrade something screwed mu /etc/environment file. As a result the locale configuration has fallen back to "POSIX" and that affected the dead keys functionality in KDE apps. So I did: dpkg-reconfigure localeconf rebooted, and now everything works fi
