It appears my problem was caused by old stuff in my .config directory,
rather than .local/share but thank you Martin for giving me more ideas.

I renamed it to .config-old and now the konsole and khotkeys crashing no
longer happens.

If someone wants to know what was in a particular file in that old .config
folder let me know.
