a .themerc file. Im using sarge and KDE 3.2, the default install. I've
searched the web and the common anwser is that it is in the control center

You can't. Unless you manually compile the theme manager. I'm not sure that
can be done with KDE 3.2. I don't believe it can. You could temporarily
switch to sid
