This issue is putting me in a position where I am unable to keep my
system up-to-date on testing, because libc is now dependent on a 2.6
kernel (and pretty much every newly released package now depends on that
libc).
Could someone tell me

Package: kernel
Version: older than 2.6.22
We have four patches for AMD/ATI SB700, and we will full support SB700
until 2.6.23-rc1. The four patches have been accepted by kernel org and
the applied kernel version are listed as following:
1.SMBus device ID 2.6.23-rc1
2.IDE device ID 2.6.22
Package: linux-source-2.6.18
Version: 2.6.18.dfs
Kernel source does not compile on parisc (HP 712/60).
I am running kernel 2.6.8
libc version 2.3.6.ds1-13
gcc version 4:4.1.1-15
Should there not be a hppa/parisc-specific patch to apply to the
standard debian kernel source package? No such patch

I'm having the exact same problem with the exact same joystick,
but on an Intel laptop running Debian 2.6.8-2-686.
Here's where it gets more interesting: I've had two of the exact
same joysticks. One worked, one doesn't. (The working one is in
