Just thinking some more about my proposed fix... using
dpkg-architecture would mean Require: dpkg-dev but the idea could
perhaps be reworked to use uname -m which is in coreutils which is:
$ apt-cache show coreutils
Package: coreutils
Essential: yes
Priority: required
Section: base
