I finally got time to look at this.  I have found and fixed this bug.

Sorry, I realize that it is customary to include patches in-line in an
e-mail; but my e-mail client has the nasty habit of expanding tabs,
inserting unwanted line breaks, etc.  Therefore, to preserve the patch
unaltered, I provided a link instead.

I have tested the patch on my system, and it works fine.  The patch is
applied to /usr/share/initramfs-tools/hook-functions.
