I have been working with upstream on this. Upstream has sent me
a patch, which I have applied and tested, and it seems to fix the
problem. Here is a link to the patch:

I have discovered a bug in the Linux kernel.
This bug only occurs for the s390x port, only
when running in a virtual machine under z/VM, only with conmode=3215,
and only when the virtual machine is logged on to a 3270 terminal (not
disconnected).
