The russian translation of debconf templates in initz is not UTF-8 encoded
as claimed by the PO file headers.

It's pretty hard for me to figure out what encoding is used (does not seem
to be KOI8-R). I suspect some double encoding somewhere, or so.

Could you guys check this together?
