Found it. Two files were being excluded by dpkg-source. Details in
commit f6f7cca4. Tested in sbuild.

identical segments like this in
t/templates/upload-make-builder/Makefile.in:

not the same as in the rest of Debian. They are the files outside the
./debian directory, and should be part of all packages, including
native.
