Found in testing of the 12.7.0 live images.
Doing a live installation using calamares from either of these images
fails if no network is available.
Running /usr/sbin/bootloader-config fails to install the
Package: live-config
Version: 11.0.3+nmu1

To reproduce:
* boot debian-live-12.7.0-amd64-kde.iso
* wait for the screen to blank/lock
* wake up the machine and try to use it
Expected result: ideally the screen would blank but not lock, since a
well-known password doesn't provide an
