I started from scratch today and was able to make a package that I
tested on my squeeze system and seems to work. I have not yet progressed
to using pbuilder for sid. If I need to do this, please let me know. (I

The binary packages (.deb files) aren't usefull for review. We need
the .dsc, .orig.tar.gz (or .orig.tar.bz2) and the .diff.gz

I have asked Ben Wolfe, one of the lead OpenMRS developers, his viewpoint,
as the two of you seem to have slightly differing advice.
I have actually already made a 1.6.1-2 and uploaded to Debian mentors with
the following changes:
