When upgrading Siag Office to its latest version I found that parts of
the code had been broken out into a library. Since I have never before
packaged a library I would appreciate some help to check whether I am
doing things correctly or not.

I have been having continuing difficulties making debconf display
a note for dict-web1913. With DEBCONF=developer in my environment,
when I install the package, debconf returns:
debconf (developer): frontend started
debconf (developer): frontend running, package name is dict-web1913
