Currently, there is a RFP for the package (Bug #227525). How should I
proceed?. Do I directly fill an ITP? Will that remove Bug #227525? Or it
doesn't matter if they co-exist?

debian tree. I was told on #debian to file a ITP bug, and ask on this
mailing list for a sponsor, so that's what i do.

Upon purging a package, it is expected that all installed data should be
removed. The package "diogenes" installs a MySQL database and a MySQL
user by prompting the user via debconf for the admin user/password.
