Yes, of course you should mention things you fix in an upload. Moreover,
you shouldn't push the standards version in a NMU.

please rework your changelog. Only by reading the changelog I wouldn't
know why it would be appropriate to NMU it. Did you try to contact the
maintainer? The problem was reported yesterday.

The Ubuntu PPA builder for lucid uncovered a backwards compatibility bug
so I've updated upstream and replaced the package so that uscan won't
complain about its not being the latest upstream.

In d/bibtexconv.install you are installing src/bibtexconv{,-odt}. I
don't understand that since they are already installed by the build system.
Also I'm not sure about overriding the compression of the example files.
Any decent text editor will display them correctly even if compressed,
