man/Makefile sets LANG=C in attempt to ensure the C locale. However,
this is not necessarily sufficient, as LANG can be overridden by various
LC_* variables. The correct way to sanitize locale settings is to set
LC_ALL=C.
Are /usr/lib/yamcha/mkdarts and /usr/bin/mkdarts the same thing?
