maintainers would definitely prefer patches. No need to send the whole
package. You can send the patch to the bug report direct

dpkg-buildpackage would be much more helpful.
2) It would be nice if the maint-guide has a section on gpg and explains how
to sign the package a bit clearly than just referring to their man pages.

but the actual bug is in some other package (gcc?). Can someone confirm?

I think it would be useful, if we can add an index to the maint-guide.
It would be cool if index can be added to other documents such as
debian-reference-en, but I am more concerned for developer's documents. I
can file a wishlist bug, if necessary.
