How to unpack upstream tarball in a dpatch-using package?

Be given a source package with the following layout: foo/ foo/debian foo/debian/rules foo/debian/patches foo/debian/patches/00list foo/debian/patches/01bar foo/upstream/package.tar.bz2 So I want the package build process to unpack foo/upstream/packag.tar.bz2 before trying to apply the patches
