I think it's an excellent idea, if you will bring it up to date and keep it
there. That's more important than classifying it as documentation or
policy.

proposed and accepted (after an unanimous vote on the -policy
group). The policy packages shall be put into CVS on cvs.debian.org
and maintained by a set of volunteers.
