Bug #43724: experimental patch for very much faster dpkg -R

Summary: A patch for dpkg to speed up disk based installs requires
that version numbers be distinct, even ignoring epoch (e.g. 1:1.0-1
and 1.0-1 were not allowed.) 

Discussion: Wichert says this patch never made into dpkg, and given the
current state of apt and dpkg development, won't be used.
